Workbooks, meals, care outside lesson time and other school-year support—explained as one practical route for Penela families.
Penela’s Municipal School Social Action Plan brings several education and family measures together. Some are universal within the local public-school network; others depend on registration, the pupil’s circumstances or the rules published for that school year.
Start with the current school year
School social support is not one permanent benefit with one permanent form. Penela publishes a school-year plan, while the school and municipality issue the operational instructions families actually use. Read the latest plan, then confirm that the dates and procedure apply to the year the pupil is entering.
The municipal page currently links the formal 2025/26 plan. For 2026/27, use the newest school notice and municipal update before submitting documents or making purchases; a previous approval or price should never be assumed to carry forward automatically.
What the municipal plan brings together
The published plan is wider than emergency financial help. It combines everyday services, measures that reduce the cost of attending school and activities intended to support participation and educational success.

Universal help and assessed help are different
In the published 2025/26 plan, specified workbooks for pupils attending the municipality’s public-school network are provided irrespective of the family-allowance bracket. School milk is also supplied free to the age groups covered by the plan. These measures should not be confused with services whose charge or contribution depends on registration or household circumstances.
Meal contributions are linked to the pupil’s family-allowance bracket, while AAAF and CAF involve enrolment and a charge communicated for the relevant year. Always ask which measure is automatic, which needs a SIGA application and which supporting evidence is required.
Apply through the right route
The published plan uses the SIGA municipal education platform for applications and management of services such as meals and family-support hours. Registrations are then checked with Agrupamento de Escolas Infante D. Pedro and the municipal education service.
If access credentials are missing, a pupil is not visible or the correct application does not appear, contact the school secretariat or municipality rather than opening a duplicate account. Send financial or identity evidence only through the channel confirmed for that application.
- Confirm the pupil’s name, year, school and guardian details
- Check that the family-allowance bracket is current where it affects a contribution
- Upload only the documents requested for that measure
- Save the submission confirmation and any reference number
- Tell the school about allergy, disability, custody or collection arrangements that affect the service
Meals, milk and the everyday school day
The municipality provides school lunches within the Agrupamento de Escolas Infante D. Pedro establishments covered by the plan. The household contribution is determined under the current rules and family-allowance bracket; menus and service management are available through SIGA.
School milk is a separate daily measure for public preschool children and pupils in the 1st cycle. Tell the school promptly about a medically confirmed allergy or dietary need and ask how it is recorded—do not assume information supplied for one service automatically reaches every team.
Before- and after-school family support
AAAF supports children in preschool, while CAF covers pupils in the 1st cycle outside the normal lesson period. These services are designed to help families bridge the working day, but they require registration and operate under their own timetable, capacity, attendance and charging rules.
Confirm the location, opening window, collection permissions, holiday coverage and procedure for absences. The published plan says the first half of August may be provided at Centro Escolar de Penela for children already registered during the school year, but families must verify the current edition before relying on it.
If the family’s circumstances change
A change in income, family-allowance bracket, household composition, address, custody or school placement may alter the contribution, transport need or practical service arrangement. Contact the school or municipal education team as soon as the change is known and ask whether the current application can be updated.
For an urgent difficulty with food, housing, safety or family wellbeing, say that clearly rather than waiting for the annual application cycle. The education route can explain school measures and, where appropriate, connect the family with municipal social support or another competent service.
