Planning and the PDM
Understand the planning route before opening technical maps and regulations.
Penela’s PDM defines municipal land-use planning. WebSIG gives public map access, while formal interpretation and licensing remain municipal processes.
A sensible order
Locate the property, review the available planning layers, identify the likely regulation, then ask the municipal team for formal guidance before committing money or beginning work.

A map is not permission
WebSIG is valuable for orientation, but a visible planning layer is not a licence to build, divide land or change use. Boundaries, easements, protected areas, infrastructure and existing legal records need to be considered together.
Before buying for a specific project, ask for professional due diligence and formal municipal guidance. A promising conversation with an agent or neighbour is not a planning decision.
Questions worth asking early
Ask what classification applies, which regulation governs it, whether there are known constraints, what pre-application information is available and which documents would be required for the intended work.

- Is existing construction licensed?
- Which answer can be obtained formally?
